The division instills its learning and development initiatives with a learning culture to ensure Marin County has a qualified, engaged workforce.
ABOUT THE POSITION
This recruitment will be used to establish an eligible list to fill one (1) current vacancy in Learning and Organizational Development. The eligible list will also be used to fill future vacancies (regular, fixed-term, full-time, part-time, contingent) in all divisions in Human Resources such as Recruitment & Classification and Compensation, Benefits, Employee and Labor Relations and Equal Employment. The current vacancy is in the Learning and OD Division. Reporting to the Learning and Organizational Development Manager, the Learning and OD Technician supports County departments with learning and organizational development needs, and assists with developing, implementing, and carrying out program objectives for the division. This role collaborates with County wide staff at all levels to coordinate and respond to requests for Learning and OD needs. Current learning programs are offered on-demand via the County’s learning management system and in-person. Programs currently include leadership and supervisory trainings, aspiring leaders learning programs, DEIB learning, and compliance training. Examples of responsibilities include:
- Serving as a subject matter expert and point of contact for the County’s Learning and Performance Management System.
- Handling registration, facility management and technical needs for the County’s new hire orientations.
- Tracking, auditing, and reporting data to determine staff participation in voluntary and mandated trainings.
- Supporting communication efforts to promote awareness of program offerings and ensure compliance with training mandates.
- Assisting with developing program goals, objectives and organizational interventions and making recommendations.
- Assisting with developing curriculum, training materials, eLearnings, and resources.
- Supporting the implementation of the County’s mentoring program, New Employee Orientation, Tuition Assistance Program, DEIB trainings, and vendor management.
- Assisting with the design and implementation of a competency-based professional development training program.
The Human Resources Department has embraced telework and offers a hybrid work schedule. Employees must be able to report to County facilities for various meetings and work assignments upon short notice, as needed and deemed appropriate.
ABOUT YOU
Our ideal candidate has a strong understanding of teaching and learning processes, knowledge of organizational development strategies and experience supporting staff in executing complex and technical program requirements. For the current vacancy, they are proficient in Learning Management Systems and software, eLearning development platforms, and have familiarity and comfort navigating technical platforms such as AI based tools and Audio/Video editing apps. This individual is highly detail-oriented, able to perform tasks with accuracy and reliability and is excited to be a contributing member to a highly collaborative team. The candidate must handle confidential information, adapt to evolving HR systems, provide excellent customer service, and thrive in a fast-paced environment. In addition, they represent themselves and the department positively, values diversity and demonstrates a commitment to equity and inclusion. Public sector experience is preferred but not required.
QUALIFICATIONS
Knowledge of:
- Basic principles and procedures of Human Resources.
- Applicable laws, codes, regulations, and ordinances related to assigned program.
- Basic research, data gathering, statistical analysis and report writing methods and techniques.
- Computer applications related to the work.
- Clear communication practices within a professional setting.
Ability to:
- Perform complex and detailed processing work in a database system, including entering data with speed and accuracy, auditing work, and running routine reports.
- Interpret, apply, and explain applicable codes and regulations.
- Communicate effectively and present information to individuals and groups.
- Maintain accurate records and files.
- Prepare clear and concise reports, correspondence, and other written materials.
- Conduct group and individual meetings related to the area to which assigned.
- Use initiative and independent judgment within established procedural guidelines.
- Organize work for self and other support staff.
- Set priorities and meet critical deadlines.
- Establish and maintain effective working relationships with those contacted in the course of the work.
Minimum Qualifications: One year of experience as a Human Resources Technician Trainee; OR completion of two years of college with major coursework in business or Human Resources administration, or a field closely related to the work and one year of office administrative or technical support experience, preferably in a Human Resources setting. Additional human resources experience may be substituted for the education on a year-for-year basis.
