DEFINITION:
Under the direction of the Director of Human Resources, the Credentials Analyst performs a variety of technical duties related to certificated assignment monitoring and application processing including, but not limited to: evaluates transcripts and other documentation to determine eligibility for credentials, permits, certificates, or other documents as needed; submits applications to the Commission on Teacher Credentialing; performs fingerprint processes on new and substitute applicants as required; provides information and technical support to school districts and their certificated staff with regard to credentialing laws, requirements, and procedures; reviews certificated assignments of school district and County Office personnel to ensure that positions are legally staffed; maintains accuracy of the county credentials database.
EXAMPLE OF DUTIES (may include, but is not limited to):
- Perform a variety of technical duties in the review and processing of applications and other documents to ensure certificated personnel hold valid and appropriate certification; verify and evaluate transcripts, records and applications to determine eligibility for credentials
- Serve as a technical resource to personnel, school site staff and various outside agencies concerning credential eligibility, requirements and procedures; respond to inquiries and provide information; distribute application materials and related information as requested
- Process a variety of credential and permit applications including, but not limited to, substitute permits, Child Development permits, and Added Authorizations; issue Temporary County Certificates as appropriate
- Obtain official DOJ Fingerprint Roller and Custodian of Record status; perform fingerprint process for various credential and permit applicants; perform the duties of Custodian of Record for the Butte County Substitute Teacher Fingerprint Clearinghouse in the absence of the Senior Credentials Analyst
- Schedule and conduct substitute permit application processing on a regular basis; perform the necessary fingerprint processing for Butte County Substitute Fingerprint Clearinghouse and Commission on Teacher Credentialing (CTC) as appropriate; collect and deposit fingerprint fees as necessary
- Communicate with school districts and BCOE programs regarding substitute processes and procedures
- Review monthly school district and County Office payrolls to ensure certificated personnel hold valid credentials while performing certificated services; initiate paycheck holds as necessary
- Prepare and distribute credential and permit expiration notices for all County Office certificated staff on a monthly basis; ensure that the affected employee’s manager receives a courtesy email notification
- Assist school districts with proper placement of certificated employees by providing various assignment and licensing options; notify appropriate staff at the district or County Office of potential or actual certificated assignment problems or concerns; assist with preparation and submission of the annual assignment monitoring reports to CTC according to established timeline
- Maintain accurate and updated records of the Butte County Substitute Teacher Fingerprint Clearinghouse; send No Longer Interested notifications to DOJ as necessary; ensure that the current Substitute Teacher Fingerprint Clearinghouse list is available to member districts on a regular basis
- Prepare and maintain a variety of records and reports related to credential information and application processing, as needed; establish and maintain filing systems
- At such time when Butte County Office of Education operates accredited teacher preparation programs: assist with the enrollment and tracking of program participants and perform appropriate credential recommendations using the online system or paper application process as required by CTC. These preparation programs may include, but are not limited to: General Education and Special Education Induction programs, Clear Administrative Services Induction program, and Designated Subjects Career Technical Education Preliminary and Clear Approved program
- Attend workshops and review legislation and other publications regarding new laws, rules and regulations governing credentials; assist with development and implementation of policies and procedures to ensure compliance with established laws, rules and regulations
- Operate a variety of office equipment including a calculator, copier, fax machine, typewriter, computer and assigned software
- Provide assistance to Senior Credential Analyst as needed
- Perform in a collaborative environment
- Perform related duties as assigned
QUALIFICATIONS:
Knowledge of:
- Current laws, regulations, rules, and policies related to public school certification
- State of California certification requirements and procedures
- Practices and procedures related to certificated personnel
- Operations, policies and objectives relating to personnel activities
- County Office organization, operations, policies and objectives
- Oral and written communication skills
- Technical aspects of field of specialty
- Modern office practices, procedures and equipment

- California Education Code and other applicable laws related to public school certification
- Correct English usage, grammar, spelling, punctuation and vocabulary

Ability to:
- Perform a variety of complex technical duties in the monitoring of certificated assignments and renewals to assure compliance with certification requirements
- Oversee the processing of applications and other documents to ensure certificated personnel hold valid and appropriate certification

Education and Experience:
- Completion of high school or equivalent
- Three years of increasingly responsible clerical experience that demonstrates the ability to perform the duties described
- Preference given to candidates with one or more years’ experience with certificated personnel or credentials related work
- Completion of a minimum of one year of college coursework desired
