DEFINITION:
Under the direction of the Human Resources Director, the Senior Credentials Analyst performs a variety of complex technical duties in the monitoring of certificated assignments to ensure compliance with state credentialing requirements for BCOE and Butte County school districts; oversee the processing of applications and other documents to ensure that certificated personnel in Butte County hold valid credentials, permits, or certificates as appropriate; maintains accuracy of the county credentials database; trains and provides work direction and guidance to assigned personnel.
EXAMPLE OF DUTIES (may include, but is not limited to):
- Perform a variety of complex technical duties in the monitoring of certificated assignments to ensure compliance with state credentialing requirements; ensure credentialing activities comply with established procedures, guidelines, policies, regulations and statutes; maintain current information on certification and assignment requirements
- Obtain and evaluate information and reports from District Offices and school sites in order to monitor and review classroom and other certificated assignments to ensure that all certificated employees have the legal authorization for the assignment
- Establish and implement procedures for compliance with State and Federally mandated assignment monitoring of all Butte County school districts and the County Office to ensure compliance with California Education Code and Code of Regulations (Title 5) as well as federal statute and regulation; act as a liaison between the Commission on Teacher Credentialing (CTC) and public school employers within Butte County
- Assist school districts with proper placement of certificated employees by providing various assignment and licensing options; notify appropriate staff at the district or County Office of potential or actual certificated assignment problems or concerns; prepare and submit annual assignment monitoring reports to CTC according to established timeline
- Provide direction in the processing of credential, permit, and waiver applications; verify, review, and evaluate transcripts and other documentation to determine eligibility for certification
- Serve as a technical resource to BCOE personnel, school site staff, various outside agencies, and the general public concerning certification eligibility, requirements and application procedures; respond to inquiries and provide information upon request; provide information to applicants from other states and countries regarding credential requirements and application processing procedures
- Maintain contact with school district personnel to ensure that they have up-to-date information regarding certification requirements, rules and regulations; request various data, forms, and reports from school districts and the County Office in order to perform assignment monitoring duties; independently compose related correspondence, letters, memos, and other documents as needed; create and regularly update forms for district use; initiate training and workshops for school district personnel
- Communicate with BCOE personnel, school districts, colleges, universities, governmental agencies and various outside organizations to exchange information, coordinate activities and resolve issues or concerns; immediately communicate with school districts and County Office once information is received from CTC regarding adverse action taken upon a credential or permit holder, to include denial of application and suspension or revocation of certification documents
- Review monthly school district and County Office payrolls to ensure certificated personnel hold valid credentials while performing certificated services; initiate paycheck holds as necessary
- Compile information and prepare and maintain a variety of records and reports related to credential information, compliance issues, and assigned activities
- Attend workshops and review legislation and other publications to remain current regarding new laws, rules, and regulations governing credentials; develop and implement policies and procedures to ensure compliance with established laws, rules and regulations
- Train and provide work direction and guidance to assigned personnel; provide technical assistance to human resources staff concerning credential procedures and requirements
- Oversee and provide guidance to Credential Analyst; when necessary, function as the Credential Analyst back-up to ensure that those regularly assigned duties are completed, including, but not limited to Emergency Substitute Permit application processing, credential expiration notification to BCOE certificated staff, and ensuring that the CTC’s weekly download of newly granted credentials, permits, certificates, and other documents are entered into the County Office’s computer database
- Process initial Temporary County Certificates (TCC) for credential and permit applicants in accordance with state law and local policy; extend or cancel TCC as necessary; prepare monthly TCC list for Superintendent or designee review
- Obtain official DOJ Fingerprint Roller status; perform fingerprint process for various credential and permit applicants; perform the duties of Custodian of Record for the Butte County Substitute Teacher Fingerprint Clearinghouse; notify Clearinghouse member districts of initial and subsequent arrest and conviction reports concerning substitute teachers and the opportunity for confidential review of such reports following established state and local guidelines
- Maintain accurate and updated records of the Butte County Substitute Teacher Fingerprint Clearinghouse; send No Longer Interested notifications to DOJ as necessary; ensure that the current Substitute Teacher Fingerprint Clearinghouse list is available to member districts on a regular basis
- Communicate with school districts and BCOE programs regarding substitute processes and procedures
- Ensure that credentialing information is accurate and current on the BCOE website
- Ensure compliance for the County Office and school districts in the areas of ESSA, the Williams Act, and any related legislation affecting county-wide certification programs
- At such time when Butte County Office of Education operates accredited teacher preparation programs: assist with the enrollment and tracking of program participants and perform appropriate credential recommendations using the online system or paper application process as required by CTC. These preparation programs may include, but are not limited to: General Education and Special Education Induction programs, Clear Administrative Services Induction program, and Designated Subjects Career Technical Education Preliminary and Clear Approved program

QUALIFICATIONS:
Knowledge of:

EDUCATION AND EXPERIENCE:
- Graduation from high school or equivalent
- Four years of increasingly responsible human resources experience which includes two years of experience performing credential analysis responsibilities; experience working in a school district or county office of education desired
- Completion of a minimum of one year of college coursework desired
