A day in the life:
- Coordinate all phases of the contractor selection process according to state and federal rules, regulations and policies.
- Independently develop, negotiate, execute and administer unique, complex, high-risk and legally binding contracts for public improvements, goods, trade services and non-architectural and engineering (A&E) personal and professional services.
- Develop strategies to minimize potential risks to the agency and work with multiple funded projects, multiple agencies and local jurisdictions.
- Recommend and apply the appropriate method of solicitation which includes analyzing the risk associated, advertising format, insurance requirements and methods of compensation.
- Prepare, issue and monitor solicitations including addenda.
- Plan and coordinate pre-bid and pre-proposal conferences, interpret procurement regulations and answer questions about the solicitation process.
- Serve as the chair of evaluation and negotiation committees to help select contractors according to state and federal rules and regulations.
- Assess and determine the validity of offerors’ protests, contract terminations and contract breach actions.
- Review solicitation responses and ensure the successful completion of the contractor selection process.
- Answer questions and concerns from contractors, take action to resolve issues and communicate with contractors.
- Work is performed in an office environment and may require occasional travel to attend meetings, seminars and trainings.

Minimum qualifications:
Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
OR
A bachelor’s degree and two years of professional-level procurement and contract experience related to the position.
OR
Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.
